William Kling is an attorney and public policy expert with over 30 years’ experience in the public and non-profit sectors. He currently has an appointment at University of Illinois Chicago School of Public Health, Health Policy and Administration Division where he teaches policy, law and leadership courses, and serves as the Field Experience Advisor. His research area of interest involves action oriented policy development in support of center grants and state-level programs and initiatives.He received his B.A. degree in Economics from the University of Colorado and his J.D. degree from Illinois Institute of Technology-Chicago Kent College of Law, with a Certificate in Energy and Environmental Law and Policy. Most recently, Professor Kling has been engaged in public policy work concerning sustainability, water resource management, childhood obesity prevention, food systems including work on the Farm Bill, youth workforce development, substance abuse prevention, and other community-based capacity building initiatives. His action-oriented public policy work has been funded by the W.K. Kellogg Foundation, the Robert Woods Johnson Foundation, the Otho A. Sprague Memorial Institute, and the Northeast Midwest Institute, among others. Dr. Kling is active in many professional development and community activities including serving on the boards of the Cook County Health Foundation, Econ Illinois, the Southland Healthcare Consortium, and the Farther Foundation. He speaks and writes regularly on a variety of topics. Professor Kling currently teaches HPA 432: Public Health Policy Practice; HPA 431: Public Health Law; and HPA 445: Organizational Leadership in Public Health.
